Anthropic and Rwanda Sign MOU for AI in Healthcare and Education

Rwanda and Anthropic have formalized a three-year partnership through a Memorandum of Understanding to deploy AI across healthcare, education, and government services. This collaboration, Anthropic's first multi-sector government MOU in Africa, includes supporting Rwanda's health initiatives, providing Claude access to government developers, and expanding educational programs across eight African countries.

Rwanda's government and Anthropic have formalized a three-year Memorandum of Understanding to establish and broaden their collaboration in deploying AI across education, healthcare, and government services. This partnership represents Anthropic's first formalized multi-sector government MOU within Africa and expands upon the ALX education collaboration established in November 2025.

The partnership encompasses three key initiatives:

Supporting Rwanda's Healthcare Objectives: Anthropic will collaborate with the Ministry of Health to advance significant national healthcare targets, including the country's initiative to eliminate cervical cancer and sustained programs to decrease malaria cases and maternal death rates.

Empowering Government Technology Teams: Development teams throughout Rwanda's government agencies will gain access to Claude and Claude Code. This initiative includes comprehensive training programs, skill development workshops, and API credits, contributing to Rwanda's wider strategy for incorporating AI across various government services.

Expanding Educational Initiatives Regionally: The MOU officially establishes the education partnership from fall 2025, which provided 2,000 Claude Pro subscriptions for Rwandan educators, AI competency programs for government employees, and implementation of a Claude-based AI educational assistant spanning eight African nations.

Advancing AI Implementation Across Critical Sectors

Paula Ingabire, Rwanda's Minister of Information and Communications Technology and Innovation, emphasized that this collaboration represents a crucial advancement in Rwanda's AI development. The minister highlighted the nation's commitment to creating and implementing AI technologies tailored to national requirements, particularly in education enhancement, healthcare improvement, and governance optimization within their specific context.

Anthropric's Beneficial Deployments team has collaborated extensively with the Ministry of ICT and Innovation along with various partners to develop initiatives aligned with Rwanda's specific requirements and objectives.

Elizabeth Kelly, who leads Beneficial Deployments at Anthropic, stated that technology's impact depends on its accessibility. She emphasized Anthropic's commitment to providing training, technical assistance, and skill development to ensure teachers, healthcare professionals, and government employees across Rwanda can utilize AI safely and autonomously.
