Anthropic is expanding its Asia-Pacific presence with a new Singapore office, its fifth in the region. It is also signing a Memorandum of Understanding (MOU) with Singapore's Ministry of Digital Development and Information. Singapore is one of Anthropic's most active markets worldwide. Claude already supports business and government services that millions of people use daily, including GovTech Singapore, Grab, and DBS. Anthropic's growing local team will help these organizations and others keep using safe, capable AI at the frontier.
Dale Finlay, General Manager of ASEAN at Anthropic, said Anthropic is committed to Singapore for the long term. He noted that customers there hold AI to a very high standard, particularly for reliability and security. He said a local team lets Anthropic work more closely with organizations applying Claude to their hardest problems.
Supporting responsible AI in Singapore
Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information, and Anthropic co-founder Ben Mann signed the MOU on the sidelines of Singapore International Cyber Week. Minister for Digital Development and Information Josephine Teo and Michael Sellitto, Anthropic's Head of APAC Policy, witnessed the signing. The MOU outlines cooperation on AI safety, security, and model evaluation; research on AI adoption and its impact; and responsible adoption across the public and private sectors.
Mann said Singapore is a leader in responsible AI and has long invested in model testing and evaluation. He said Anthropic was founded on the belief that capability and safety must advance together. He added that through the MOU, Anthropic will work with Singapore to help the transition to powerful AI go well in Singapore, across Asia-Pacific, and globally.
Chng said Singapore aims to enable innovation while keeping pace with AI's evolving risks, and that trust is essential for businesses, workers, and the public to use AI with confidence. He said the partnership reflects the Government's commitment to scaling responsible AI adoption, deepening capabilities in Singapore's companies and agencies, and delivering impact for the country.
Anthropic's work with Singapore dates to 2023, when it joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation. It later partnered with them on a red-teaming project covering English, Mandarin, Malay, and Tamil.
Under the MOU, Anthropic plans technical exchanges with Singapore's AI safety, security, and assurance institutions on model evaluation, testing standards, and incident response. Anthropic does similar work with safety institutes worldwide. Sharing technical information gives governments a clearer picture of frontier AI capabilities and risks and helps developers build safer models.
Anthropic will also look for ways to strengthen AI skills in Singapore, help small and medium-sized businesses adopt AI responsibly, and support the government's goal of building AI capability among public officers. It plans to share research and data with the government, including from the Anthropic Economic Index. It will also offer technical and policy expertise as Singapore develops its AI rules.
How Singapore is working with Claude
In the latest Economic Index, Singapore ranks second of 121 countries in Claude.ai usage relative to population. Its usage is nearly six times what its size alone would predict.
In the public sector, more than 1,500 engineers and technical staff at the Government Technology Agency of Singapore (GovTech Singapore) have adopted Claude Code. They use it to modernize government systems and speed up software delivery, which has helped teams build, maintain, and improve digital services more efficiently at national scale. The Cyber Security Agency of Singapore is exploring how Claude could strengthen national cyber defense.
In financial services, DBS, Southeast Asia's largest bank, uses Claude for various purposes in its Singapore operations, including software development and everyday productivity, as part of its wider AI innovation efforts. These uses run within the bank's strict security and governance framework. GIC, Singapore's sovereign wealth fund, is rolling out Claude across its investment and corporate services teams. Organizations in regulated sectors such as financial services can now run Claude with in-region inference on Amazon Bedrock, which helps them meet strict data processing requirements.
Singapore's largest technology companies and startups are also building with Claude. Grab uses Claude to power BriX, its sales assistant, which saves Grab's sales teams about 40,000 hours each quarter and uncovers new sales opportunities. Sea, the company behind Shopee, Garena, and Monee, uses Claude to help Shopee's customer service chatbot respond faster and more accurately, and thousands of its employees write and debug code with Claude. Supabase, a developer platform with strong Singapore roots, is building with Claude Code.
Building with the developer community
This week, senior Anthropic leaders are in Singapore to open the office and meet customers, developers, and policymakers.
Today, Anthropic hosted Builder Summit Singapore, which brought more than 300 developers together with Anthropic's engineering and product leaders. Earlier in the week, Singapore's Claude community ambassadors held a meetup for more than 700 local builders.
