Public First Action is a non-partisan organization focused on educating the public about AI and collaborating with Republicans, Democrats, and Independents committed to implementing sensible AI safeguards. Both donations were made solely to support Public First Action's public education and policy mission and cannot be used to influence the election of any candidate for federal, state, or local office.

Anthropic's first donation in February 2026 was intended to promote policies that maintain meaningful safeguards, sustain America's AI leadership, and demand transparency from the companies building the most powerful AI models. In the months since, the rationale for these policies has only grown stronger.

Why Now?

AI models continue to advance at a rapid pace. Earlier this year, Claude Mythos Preview identified thousands of high-severity software vulnerabilities, including some present in every major operating system and browser. Anthropic opted to release it to a limited group of cyber defenders through Project Glasswing, enabling trusted actors to find and fix those weaknesses before they could be exploited. In the wrong hands, models of this caliber could threaten the critical systems the country depends on, from hospitals to the energy grid.

More capable models will deliver benefits-such as accelerating drug discovery, developing treatments for previously untreatable diseases, advancing science to compress a century of progress into a decade, extending human lifespans, and fueling economic growth that allows everyone to share in the prosperity-but protections against risks need to be in place first to realize those benefits.

Governments need time to build the capacity to capture benefits while containing risks, which is why they need to begin now.

Policy That Meets the Moment

Anthropic has long argued that frontier AI companies should be transparent about what their models can do and how they manage the risks. The company has supported newly passed laws in several states requiring greater transparency for AI developers. However, given the speed at which the most powerful models' capabilities are advancing, transparency alone is not enough.

Policymakers and candidates need to put forward measures that mitigate risks. This is the core of what Anthropic has laid out in the Advanced AI Framework, described as the strongest policy proposal from any frontier lab or policymaker to date. Governments should be able to verify companies' safety claims, enforce safe practices through civil penalties, and ultimately have a mechanism to slow or block deployment of AI models that pose a serious risk of catastrophic harm. Frontier AI developers should be required to test models that pose catastrophic risk, be transparent with the public about their findings, submit them to independent evaluation, and maintain robust security programs.

As AI advances accelerate, the national security implications are growing, as outlined in 2028: Two Scenarios for Global AI Leadership. America and its democratic allies hold the advantage today, but that lead is fragile. To ensure continued American AI leadership, Anthropic supports policy efforts to tighten export controls on advanced chips and semiconductor manufacturing equipment and to curb illicit model access and distillation attacks, so that democracies' best technologies are not used to advance authoritarian AI.

What Comes Next?

These policy frameworks are just a starting point. Anthropic's donation to Public First Action is one way the company is working to elevate the urgency of this policy debate.
